Navigating the New Study Permit & PGWP Policies

Documents and passport for Canada migration

The Canadian government recently implemented caps and changes to the International Student Program. These updates affect study permits, Provincial Attestation Letters (PAL), and Post-Graduation Work Permit (PGWP) eligibility.

What Has Changed?

  • Provincial Attestation Letters (PAL): Most post-secondary students must now acquire a PAL from the province before submitting a study permit application to IRCC.
  • Spousal Work Permits: Open work permits are now restricted to spouses of students enrolled in master’s or doctoral programs, and specific professional programs.
  • PGWP Alignment: PGWP eligibility is now aligned with specific labor shortages for college graduates, with distinct language requirements.

While these regulations have raised the entry bar, highly focused college and university paths continue to offer reliable residency outcomes. Choosing a compliant school and field of study is now more critical than ever.
